A viewer doesn’t need to be in your organization. You can share your content with people from other organizations.
Viewers will indeed remain free, but it is not yet entirely clear if there will be a limitation on the number. This information will follow later.
Yes, a Viewer can still view maps in ArcGIS Field Maps. However, their role is limited to read-only access, with no editing or form interactions allowed.
This depends on the platform (Enterprise or Online) and the sharing settings. In many cases, a Viewer user type or anonymous access with specific permissions is required. Please consult Esri BeLux for the most suitable approach for your situation.
User Roles and Data Management

At the moment, there has been no change in this regard. It is assumed that a Creator will still manage user administration. This won’t change in the near future.
If your organization already has user roles, you will also have user types.
A Contributor can only work with web applications and does not have access to ArcGIS Field Maps. A Mobile Worker, on the other hand, can use both web apps and mobile apps like Field Maps. If you need mobile field capabilities, a Mobile Worker (or higher) is required.
Yes, these extensions can be added individually as add-ons to a Professional user type. They are assigned to a specific user, who can then use the functionality in ArcGIS Pro.
Yes, if you are working with a feature service that has attribute rules configured, you will need the Advanced Editing extension, even if you're already using a Creator user type.
File Conversion and Publishing
MXD files can be imported into ArcGIS Pro and converted within an APRX file. LYRX files in Pro are the equivalent of LYR files in Desktop. Users can import LYR files as LYRX files in Pro.
Cost Implications

We have some price examples but not all. The prices are very dependent on your configuration as a customer. In some cases, it's straightforward, in others, it's more complex due to the new options available. Therefore, it is best to review each case individually.
Yes, there will be a higher cost for Professional Plus user types as they include more capabilities. However, extensions can also be bought for the Professional user type, and depending on the customer’s situation, the price might be higher or lower.
Extensions like 3D Analyst and Spatial Analyst will be included in the Professional Plus user type, but they are also available as add-ons to the Professional user type.
Developer Licenses and Other
No, the current Professional Basic license will not have fewer capabilities. Both the Creator and the GIS Professional Basic user types will receive more functionality with the new updates. Note that there will be no more GIS Professional Basic user types.
There are changes coming to the ArcGIS Developer Subscription. It will become the ArcGIS Developer Bundle with a single level of license, which will be the current enterprise level, offering the most comprehensive capabilities.
Yes, if you are currently using a concurrent license through a shared or technical account, this will need to be converted to a named license. Every user or functional account accessing ArcGIS Pro will require its own named user going forward.
