License Management and Updates
The updated user types are used in ArcGIS Enterprise 11.4 and later, as well as in all ArcGIS Online organisations.
Even if your organisation is running an ArcGIS Enterprise version earlier than 11.4, any new contracts are quoted using the updated user types. Because these user types cannot technically be applied to earlier Enterprise versions, you will instead receive the old user types with some of the equivalent capabilities, apps, and extensions.
If you see a red error message in the Additional Licenses menu stating that some members have licenses assigned twice, you must remove the license(s) listed in this section. These additional licenses are already included in the updated user types and are no longer needed to be assigned separately.
If you migrate to ArcGIS Enterprise 11.4 or later, the updated user types will automatically apply. However, renewal and upgrade scenarios can differ per organisation. We recommend contacting your Account Manager to confirm the exact impact for your specific setup.
ArcGIS License Manager will continue to support Concurrent Use licenses into 2028 for the following products, according to their respective product life cycles: ArcGIS Pro 3.6 and earlier, ArcGIS CityEngine 2025.1 and earlier, and applications requiring ArcGIS License Manager when licensed via user types on ArcGIS Enterprise 11.3 and earlier. Once these products reach the Mature phase of their respective product life cycles, updates for ArcGIS License Manager will no longer be supported. No. The Concurrent Use license type and ArcGIS License Manager were deprecated on July 1, 2025, and Concurrent Use licenses are no longer sold. Existing customers using Concurrent Use licenses must transition to a supported license type, such as Named User licenses (via ArcGIS user types) or Single Use licenses (if only ArcGIS Pro is needed). Transition programs are available to help ensure continuity. Please contact your Account Manager for guidance.
No. Each Named User license must be assigned to one identifiable individual and cannot be shared.
Yes. Viewers remain free, but with quantity limits:
New ArcGIS Enterprise licenses contain 250 Viewer (Enterprise Standard) or 500 Viewers (Enterprise Advanced).
Existing customers who purchased ArcGIS Enterprise licenses before April 7, 2025, and maintain their maintenance or subscription, will retain access to the Viewer user type entitlements provided at the time of purchase.
User Roles and Data Management
Each member of an ArcGIS Online or ArcGIS Enterprise organization has a specific user type and role. The user type depends on the licensing and determines which applications a user can access and what capabilities they have within those applications. Roles define what a user is allowed to do within those applications and which permissions or privileges they have. This is configured by an administrator within your ArcGIS organization and can be modified by them at any time. A recording of our recent webinar on this topic is available.
Yes. The changes discussed here only concern licenses and user types. Default and custom roles remain unchanged.
No. Every ArcGIS Online or ArcGIS Enterprise organisation requires at least one administrator. The administrator role can only be assigned to a Creator, Professional or Professional Plus user type. This means every organisation must have at least one of these user types.
Cost Implications
The effect of the migration regarding your licenses will be discussed directly with your Account Manager.
Some examples are available, but pricing depends heavily on each customer’s configuration. In some cases, it is straightforward; in others, it is more complex due to the new options available. Please contact your Account Manager for a personalised review.
The Professional Plus user type contains a set of included ArcGIS Pro extensions (e.g. 3D Analyst, Spatial Analyst, ...) and is therefore the most complete – and highest priced – user type. However, these extensions are still available as a payable option for the Creator and Professional user types. Availability depends on the platform (ArcGIS Online or Enterprise) and the ArcGIS Pro licensing level (Basic/Standard/Advanced).
Developer Licenses
The ArcGIS Developer Subscription evolved into the ArcGIS Developer Bundle. This new bundle provides similar access to software that was available in the ArcGIS Developer Subscription Enterprise Plan, excluding the free tier of ArcGIS Location Platform location services and the ArcGIS Online development and testing organization along with its user types and app licenses.
